Unfunded

Unfunded refers to an investment activity or pension plan that has not been provided with cash. In this situation, there is an intent to spend money, but the money is either not available or the allocating authority is unwilling to provide the cash. For example, a government approves a project to build a hydroelectric dam, but cannot obtain funding through a bond offering; the offering fails. The construction project is therefore unfunded.
